I then changed the boot order and enabled EFI boot sources as well this is how it was initially I disconnected internet connection to the PC. However, I am still having the same issue whereupon restart it goes back to the initial set up screen.

I tried a different approach. I used my old Win 7 DVD to install windows When I click OK, it restarts the computer and shows me the same screen again. In one of the forums, they mentioned to disable the UEFI and when I did that it did start installing from the USB but it never finished installing i was in the loop.

Hi deepakkaushik When that installation routine restarts, you must then go into BIOS again and set your hard drive as the Boot device otherwise the installation will keep restarting, because your system is booting form the USB device.
